Initial Incident Command Lab

Initial Incident Command Lab is a professional development program of approximately 10 to 12 hours focused on the first minutes of an incident. Learners work through size-up, command, priorities, organization, communications, changing conditions, TACTRIUM™ practicals, and after-action review.

The program focuses on the early command decisions that establish direction for the incident.

Build the First Operational PictureSeparate confirmed facts, reports, assumptions, and unknowns before committing resources.
Establish Command and Set PrioritiesCommunicate command, incident objectives, initial strategy, and the conditions that would require a change.
Build the Initial OrganizationUse companies, divisions/groups, water supply, EMS/medical support, safety functions, and mutual aid without unnecessary complexity.
Maintain Decision DisciplineGive clear assignments, maintain a common operating picture, and manage incomplete or competing information.
Adapt to EscalationRecognize worsening conditions, resource limitations, urgent events, and the need to expand or transition command functions.
Capstone Command Lab and After-Action ReviewRun a complete scenario, receive evaluator feedback, identify decision strengths and gaps, and document an improvement plan.

Training combines short lessons, decision exercises, practical work, evaluator feedback, and remediation when required.

TACTRIUM™ Integration

TACTRIUM™ practical exercises

TACTRIUM™ is used for required practical exercises and the capstone. Learners apply command priorities, organization, communications, resource decisions, and changes in strategy while instructors and evaluators control the exercise.

Local procedures remain controlling

Department SOPs, SOGs, local policy, collective-bargaining requirements, and applicable law remain controlling. Learners apply their own department requirements during the exercise.
